AN ACT CONCERNING A CLINICAL ASSESSMENT OF FIRST-TIME OFFENDERS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to provide that whenever a police officer arrests a person with no prior arrest record who the officer reasonably believes has psychiatric disabilities, the officer shall cause such person to be taken to a hospital or other facility for the performance of a clinical assessment of such person and a determination of whether such person would benefit from mental health services. Statement of Purpose: To assess the potential for recidivism among first-time offenders.
