Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2011) (a) For purposes of this section: (1) "Agreement" means an interlocal agreement pursuant to sections 7-339a to 7-339l, inclusive, of the general statutes, a cooperative arrangement pursuant to section 10-158a of the general statutes or any other agreement between two or more municipalities or boards; (2) "Municipality" means any town, city or borough, consolidated town and city or consolidated town and borough; and (3) "Board" means any local or regional board of education. (b) For fiscal years commencing on or after July 1, 2011, any municipality or board shall receive a regional collaboration incentive payment when (1) such municipality or board is eligible to receive a state grant or other aid pursuant to any provision of the general statutes; (2) the grant or aid is provided for the purpose of assisting the municipality or board in providing a municipal or educational service; (3) the municipality or board reduces the amount of the grant or aid for which it would otherwise be eligible by entering into an agreement to provide the service; and (4) the agency responsible for administering the grant or aid can calculate the amount of the savings realized by the state as a result of the agreement. (c) The agency responsible for administering the grant or aid shall issue regional collaboration incentive payments to a municipality or board entitled to receive such payments under subsection (b) of this section. Regional collaboration incentive payments shall be issued in the fiscal year in which the state realizes a savings as a result of an agreement and shall be equal in amount to half of the difference in the amount the municipality or board would have received in such fiscal year as a grant or aid but for the savings realized as a result of the agreement and the amount the municipality or board did receive in such fiscal year as a grant or aid.
