AN ACT CONCERNING CRITERIA FOR THE ISSUANCE OF PARKING PERMITS FOR PERSONS WITH DISABILITIES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Subsection (a) of section 14-253a of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2011):

(a) For the purposes of this section:

(1) "Special license plate" means a license plate displaying the international symbol of access in a size identical to that of the letters or numerals on the plate and in a color that contrasts with the background color of the plate;

(2) "Removable windshield placard" means a two-sided, hanger-style placard which bears on both of its sides: (A) The international symbol of access in a height of three inches or more centered on such placard and colored white on a blue background; (B) a unique identification number; (C) a date of expiration; and (D) a statement indicating that the Connecticut Department of Motor Vehicles issued such placard;

(3) "Temporary removable windshield placard" means a placard that is the same as a removable windshield placard except that the international symbol of access appears on a red background; and

(4) "Person with disabilities" means a person with [disabilities] a disability which [limit or impair the] limits or impairs such person's ability to walk, [as defined in 23 CFR Section 1235.2] to the extent that such person: (A) Cannot walk without the use of, or assistance from, a brace, cane, crutch, another person, prosthetic device, wheelchair or other assistive device; (B) is restricted by lung disease to such an extent that such person's forced (respiratory) expiratory volume for one second, when measured by spirometry, is less than one liter, or the arterial oxygen tension is less than sixty mm/hg on room air at rest; (C) uses portable oxygen; (D) has a cardiac condition to the extent that such person's functional limitations are classified in severity as class 3 or class 4, according to the standards set by the American Heart Association; or (E) is severely limited in the ability to walk due to an arthritic, neurological, orthopedic or other medically disabling condition.

To restrict the definition of "persons with disabilities" for the purposes of parking for such persons.
