AN ACT ESTABLISHING AN AUTOMATED VEHICLE INSURANCE IDENTIFICATION AND ENFORCEMENT SYSTEM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2011) The Commissioner of Public Safety, in consultation with the Insurance Commissioner, shall develop and implement an automated vehicle insurance identification and enforcement system for the purpose of assisting law enforcement officers in identifying motor vehicles that are operating in violation of the mandatory security requirements of sections 14-12c and 38a-371 of the general statutes. The Commissioner of Public Safety may contract with a private entity to create such a system. The Commissioner of Public Safety may require any insurance company, licensed under the provisions of section 38a-769 of the general statutes, to transmit an electronic copy of its database of motor vehicles owned or leased by residents of the state that are insured by such company to the Commissioner of Public Safety, as often as the Commissioner of Public Safety may prescribe, for the purpose of creating such system.
