AN ACT ESTABLISHING A FEE FOR THE USE OF PLASTIC AND PAPER BAGS AT GROCERY AND RETAIL ESTABLISHMENTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to charge customers a five-cent fee for the use of any plastic or paper bag provided by a grocer or retail establishment. Such fee shall not apply to any customer who is a recipient of food stamps. 

Statement of Purpose: 

To promote conservation and a better environment.
