AN ACT CONCERNING ENERGY CONSERVATION AND THE DRYING OF CLOTHES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to provide (1) that no governing body may impose an ordinance, regulation or other restriction prohibiting the drying of clothes using direct solar energy through the use of clotheslines, drying racks or other apparatus in any residential setting, and (2) that no deed restrictions, covenants, landlord-tenant agreements, private contracts or similar binding agreements running with the land shall prohibit, or have the effect of prohibiting the drying of clothes using direct solar energy through the use of clotheslines, drying racks or other apparatus in any residential setting, provided such uses do not negatively impact public safety.

Statement of Purpose: 

To promote energy conservation by eliminating restrictions on the use of solar energy for drying clothes.
