AN ACT CONCERNING ANNUAL COST-OF-LIVING ALLOWANCES FOR STATE EMPLOYEES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to prohibit the payment of annual cost-of-living allowances to state employees in any fiscal year in which the state has a deficit until such time as the state attains a surplus and to exclude such provision from collective bargaining.

Statement of Purpose: 

To postpone cost-of-living allowances for state employees during fiscal years when the state runs a deficit until such time as the state attains a surplus.
