AN ACT PROHIBITING THE RATIONING OF HEALTH CARE BENEFITS IN THE STATE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to prohibit any private or public health care insurer from rationing benefits conferred upon insured persons, including, but not limited to, requiring insured persons to participate in end-of-life counseling that promotes limited access to certain treatment options for such persons.

Statement of Purpose: 

To prohibit private and public insurers from rationing health care benefits or requiring insured persons to participate in end-of-life counseling.
