AN ACT CONCERNING A PLAN TO ENCOURAGE "AGING IN PLACE".

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 17b of the general statutes be amended to require the Commissioner of Social Services to develop a plan to encourage "aging in place". Such plan shall include, but not be limited to, recommendations for (1) infrastructure and transportation improvements, (2) zoning changes to facilitate home care, (3) enhanced nutrition programs and delivery options, (4) improved fraud and abuse protections, (5) expansion of home medical care options, (6) tax incentives, and (7) incentives for private insurance. The commissioner shall submit a report on such plan to the General Assembly on or before January 1, 2012, in accordance with section 11-4a of the general statutes.

Statement of Purpose: 

To require the Commissioner of Social Services to develop and submit a comprehensive plan to foster a change in Connecticut culture toward aging in place.
