AN ACT CONCERNING THE STUDY OF START-UP BUSINESS INCUBATORS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require the joint standing committee of the General Assembly having cognizance of matters relating to commerce to study the feasibility and effectiveness of start-up business incubators. Said study shall include, but not be limited to, an examination of using vacant commercial properties, revitalizing distressed communities, sharing technologies, providing state financial and resource assistance, waiving licenses and fees for new businesses, changing tax policy to spur job creation, and interacting with higher educational and technical institutions. Statement of Purpose: To study the effectiveness and impact of state encouragement of start-up incubators for small businesses.
