AN ACT PROMOTING THE USE OF HOME HEALTH CARE AS A LONG-TERM CARE OPTION. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 368a of the general statutes be amended to provide that the Commissioner of Public Health, in consultation with the Commissioner of Social Services, shall develop a comprehensive plan to increase the percentage of elderly persons requiring care to receive that care in a home setting, such that by the year 2015 not less than seventy-five per cent of elderly persons requiring care shall receive such care in a home setting. Statement of Purpose: To promote aging in place by requiring the Commissioner of Public Health to develop a comprehensive plan that ensures that not less than seventy-five per cent of elderly persons requiring long-term care on or after 2015 receive such care in a home setting as opposed to residential nursing homes.
