AN ACT CONCERNING CHILD IDENTITY THEFT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Subsection (a) of section 53a-129a of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2011):

(a) A person commits identity theft when such person knowingly uses personal identifying information of another person to obtain or attempt to obtain [, in the name of such other person,] money, credit, goods, services, property or medical information without the consent of such other person.

Statement of Purpose: 

To protect children by closing a loophole that excludes the use of personal identifying information of children to obtain or attempt to obtain, in the name of a third party, money, credit, goods, services, property or medical information without such children's consent from the definition of identity theft.
