AN ACT CONCERNING THE WAIVER OF FINES AND PENALTIES FOR CERTAIN BUSINESS REGULATION VIOLATIONS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) On or before January 1, 2012, the Departments of Economic and Community Development, Environmental Protection and Public Health shall jointly submit a report, in accordance with the provisions of section 11-4a of the general statutes, with recommendations for legislative changes to allow said agencies to abate any fine or penalty assessed after July 1, 2012, to a business by said agencies for a first-time violation of a noncriminal regulation by a Connecticut business when such business takes full remedial measures not later than thirty days after such assessment.

To permit businesses to remediate regulatory problems without penalty if such problems are regulated in a timely manner.
