General Assembly Raised Bill No. 1200 January Session, 2011 LCO No. 4495 *04495_______HS_* Referred to Committee on Human Services Introduced by: (HS) General Assembly Raised Bill No. 1200 January Session, 2011 LCO No. 4495 *04495_______HS_* Referred to Committee on Human Services Introduced by: (HS) AN ACT CONCERNING A RECOMMENDATION FROM THE TASK FORCE TO TRANSFER HOSPITAL PATIENTS WHO RECEIVE MEDICAID BENEFITS TO NURSING HOMES IN A TIMELY MANNER TO ESTABLISH A PILOT PROGRAM. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) The Commissioner of Social Services, in consultation with the Commissioner of Public Health, a representative of an acute care hospital and a representative of a long-term care facility, shall develop a plan to implement a pilot program to decrease the period of time that Medicaid recipients, who require long-term health care, remain hospitalized in an acute care hospital before transfer to a long-term care facility. Said pilot program shall be conducted in no less than two hospitals in the city of New Haven. Not later than October 1, 2011, the Commissioner of Social Services shall submit such plan to the joint standing committees of the General Assembly having cognizance of matters relating to human services, public health and appropriations and the budgets of state agencies. Not later than thirty days after the date of receipt of such plan, said joint standing committees shall hold a joint public hearing to review such plan. Said joint standing committees may advise the Commissioner of Social Services of their approval, denial or modifications, if any, of the plan. The Commissioner of Social Services shall modify the plan pursuant to said joint standing committees' recommendations, if any. If said joint standing committees deny the plan, the commissioner shall submit a new plan to said joint standing committees not later than thirty days after the public hearing. Said joint standing committees shall follow the procedures in this section with respect to the new plan. The Commissioner of Social Services shall implement the pilot program, in accordance with the approved plan, not later than April 1, 2012.
