AN ACT CONCERNING THE DEVELOPMENT OF A GENERAL EDUCATION CORE OF COURSES TO ALLOW FOR THE SEAMLESS TRANSFER AMONG PUBLIC INSTITUTIONS OF HIGHER EDUCATION. 

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2012) (a) Not later than July 1, 2013, the regional community-technical college system, the Connecticut State University System and The University of Connecticut shall develop and implement a general education core of courses for which not fewer than thirty academic credits shall be offered by each such constituent unit as part of its liberal arts and sciences programs and any other degree program designated as a transfer program. A student who graduates from any such liberal arts and sciences program or transfer program or transfers from such program to another of such constituent units or to another institution within the same constituent unit shall transfer any credits earned while enrolled in such program toward the general education core curriculum requirements of the constituent unit to which such student transfers.

(b) Teaching faculty from the regional community-technical college system, the Connecticut State University System and The University of Connecticut, elected pursuant to a uniform, system-wide election by the faculty senates representing each of such constituent units, shall be included in the development and implementation of the general education core of courses.

Statement of Legislative Commissioners: 

In section 1(a), ", in consultation with the Advisory Council on Student Transfer and Articulation established under section 10a-19a of the general statutes," was deleted for the purpose of accuracy, and language regarding the transfer of credits was added for purpose of clarity, "given" was changed to "offered", and in the title, "between" was changed to "among" for proper grammar.
