Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2012) (a) The Commissioner of Public Health, in consultation with the Commissioner of Social Services, may contract with licensed dental professionals or a state-wide entity which represents dental professionals to establish and operate a program for the delivery of charitable dental services to low-income families. Such contract may include provisions that (1) establish a network of volunteer dentists, dental specialists, dental laboratories and other dental professionals to donate dental services to eligible persons; (2) establish a system to refer eligible persons to volunteer dental professionals; (3) develop and implement a public awareness program to inform eligible persons about the program; and (4) provide administrative and technical support for the program. (b) Not later than January 1, 2013, the Commissioner of Public Health shall submit a report, in accordance with the provisions of section 11-4a of the general statutes to the joint standing committees of the General Assembly having cognizance of matters relating to public health and human services concerning the program. Such report shall include, but not be limited to, an accounting for all program funds, a description of the services provided through the program, the number of persons served by the program, and the number of volunteers who provided dental services as part of the program. Sec. 2. (Effective July 1, 2012) The sum of eighty-five thousand dollars is appropriated to the Department of Public Health, from the General Fund, for the fiscal year ending June 30, 2013, for the charitable dental services program.
