General Assembly Substitute Bill No. 222 February Session, 2012 *_____SB00222GAE___033012____* General Assembly Substitute Bill No. 222 February Session, 2012 *_____SB00222GAE___033012____* AN ACT CONCERNING A REGULATORY FAIRNESS BOARD. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) (a) There is established a Regulatory Fairness Board which shall advise the Commissioner of Economic and Community Development on matters of concern to small businesses relating to the enforcement activities and regulations of state agencies. Said board shall solicit input from the state's business community with regard to potential regulatory reform at not less than four forums to be held in geographically diverse areas of the state. Said board shall consist of the chairpersons and ranking members of the joint standing committee of the General Assembly having cognizance of matters relating to commerce, or their designees, and four members appointed by the commissioner. All appointments shall be made not later than ninety days after the effective date of this section. (b) Initially, two members shall be appointed for a two-year term and two members for a three-year term. Appointments thereafter shall be for four-year terms. Any vacancy shall be filled by the commissioner for the unexpired portion of a term. The commissioner shall designate the chairperson of the board. (c) Board members shall serve without compensation. (d) On or before January 1, 2013, and annually thereafter, the board shall report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to commerce regarding the board's suggestions for regulatory reform.
