AN ACT CONCERNING FINANCIAL INCENTIVES FOR SCHOOL DISTRICTS THAT MAKE CERTAIN IMPROVEMENTS TO THEIR EMERGENCY RESPONSE SYSTEMS IN SCHOOLS.
