AN ACT REQUIRING A TWO-THIRDS VOTE TO ENACT MUNICIPAL MANDATES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to require legislation imposing a mandate on municipalities be passed by a vote of two-thirds of the members of each chamber of the General Assembly.
Statement of Purpose:
To require a two-thirds vote of the General Assembly before placing new mandates on municipalities.
