AN ACT CONCERNING EDUCATIONAL OPPORTUNITIES FOR CHILDREN IN PUBLIC HOUSING.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to establish an affirmative duty for entities participating in programs assisted or supervised by state housing agencies to expand access for children living in public housing to high performing, low poverty schools by (1) developing new low income housing in high opportunity areas, and (2) creating a strong housing mobility program to assist families living in racially concentrated areas to move voluntarily to low poverty areas of opportunity, and to tie the receipt of state aid for such entities to specific and enforceable annual performance goals connected to demographics of local school districts.

Statement of Purpose: 

To ensure the equitable education of low income Connecticut students receiving state or federal housing assistance and to promote racial and economic school diversity and avoidance of racial isolation consistent with the Sheff v. O'Neill mandate.
