AN ACT CONCERNING THE CONNECTICUT HUMAN TRAFFICKING VICTIMS' SECOND CHANCE ACT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to establish a process for any person convicted of prostitution under section 53a-82 of the general statutes to vacate such conviction or receive a pardon for such conviction if such person's participation in prostitution was the result of having been a victim of trafficking in persons under section 53a-192a of the general statutes or under the federal Trafficking Victims Protection Act, 22 USC 7101 et seq.

Statement of Purpose: 

To provide a second chance for victims of human trafficking who are convicted of prostitution by establishing a mechanism to vacate or pardon such conviction.
