AN ACT CONCERNING THE REDUCTION OF SPECIAL EDUCATION COSTS TO TOWNS AND TO SHIFT THE BURDEN OF PROOF IN SPECIAL EDUCATION HEARINGS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 10-76g of the general statutes be amended to reduce the reimbursement threshold for special education costs and to require the state to be financially responsible for one hundred per cent of the marginal costs for severe needs students. To further amend subdivision (1) of subsection (d) of section 10-76h of the general statutes to shift the burden of proof to the party requesting the hearing in special education hearings to determine educational placement. Statement of Purpose: To provide financial assistance to towns for the provision of special education and related services.
