AN ACT CONCERNING TEACHER EDUCATION PROGRAMS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require (1) every institution of higher education granting degrees in education to implement a curriculum concerning the social and emotional development and learning of children, which shall include instruction in the provision of comprehensive and coordinated mental health assessment, early intervention and treatment services to children, and (2) a student to complete such curriculum in order to qualify for a teaching certificate from the Department of Education.

Statement of Purpose: 

To ensure that teachers receive a comprehensive education that includes the social and emotional development and learning of children.
