Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective July 1, 2013) (a) There is established a task force on the United Nations Convention on the Rights of the Child. The task force shall consist of the following members: (1) The Commissioner of Children and Families, or said commissioner's designee, (2) the Commissioner of Social Services, or said commissioner's designee, (3) the Commissioner of Education, or said commissioner's designee, (4) the chairpersons, vice-chairpersons and ranking members of the joint standing committee of the General Assembly having cognizance of matters relating to children, and (5) two members of the public appointed by the joint standing committee of the General Assembly having cognizance of matters relating to children, one of whom is an advocate for children's rights and one of whom is an academic, civic or cultural leader specializing in children's rights. All appointments to the task force shall be made not later than July 31, 2013. Any vacancy shall be filled by the appointing authority. (b) The task force shall: (1) Research the effectiveness of the United Nations Convention on the Rights of the Child, (2) implement results-based accountability measures to track progress towards the goals and objectives outlined in the convention, (3) receive reports and testimony from individuals, state and local agencies, community-based organizations and other public and private organizations regarding the importance of the convention, (4) create goals for state policy that would prevent the abuse of children's rights in the state, (5) advise the General Assembly and the Governor concerning the coordination and administration of programs that may prevent the abuse of children's rights within the state, and (6) urge the United States Congress to ratify the convention so that the United States may join the one hundred ninety-three nations having already ratified the convention. (c) Not later than October 1, 2014, the task force shall submit a report detailing the task force's findings pursuant to subsection (b) of this section to the General Assembly and the joint standing committee of the General Assembly having cognizance of matters relating to children, in accordance with the provisions of section 11-4a of the general statutes.
