Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective October 1, 2013) Any municipality may prescribe a penalty of not more than two thousand dollars for any violation of a municipal ordinance or regulation concerning the unlawful operation of any dirt bike within such municipality. Sec. 2. (Effective from passage) The Commissioner of Motor Vehicles shall conduct a study concerning the implementation of a system to issue certificates of title to owners of dirt bikes. Such study shall include, but not be limited to, an evaluation of the procedures, benefits and costs of implementing such system. Not later than February 1, 2014, the commissioner shall submit a report of the findings of such study, including the commissioner's recommendations, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to transportation.
