AN ACT CONCERNING THE SEXUAL ASSAULT OF A PERSON WHOSE ABILITY TO CONSENT IS SUBSTANTIALLY IMPAIRED DUE TO MENTAL DISABILITY. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 952 of the general statutes be amended to clarify that a person may be guilty of sexual assault if the victim's ability to consent is substantially impaired due to a mental disability and the actor knows or has reasonable cause to know that the ability of such victim to communicate lack of consent is so impaired.
