AN ACT CONCERNING THE ACADEMIC ACHIEVEMENT GAP OF YOUTH IN STATE CARE OR CUSTODY.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the Department of Education, Department of Children and Families and the Court Support Services Division be required to annually track the academic progress of each youth in state care or custody and submit a report on such academic progress to the achievement gap task force, established pursuant to section 10-16mm of the general statutes. To further amend section 10-14n of the general statutes to require all youth in state care or custody to take the state-wide mastery examination. To further amend section 10-10a of the general statutes to include out-of-home status in the public school information system for the purpose of disaggregating academic data for youth in state care or custody and to require the Department of Children and Families and the Court Support Services Division to have access to the unique student identifier information for such youth. To further amend section 10-16mm of the general statutes to require the achievement gap task force to assess the achievement gap between youth in state care or custody with their peers and to develop strategies for eliminating such achievement gap. To further amend sections 17a-15 and 46b-129 of the general statutes to require reviews of permanency plans and plans for care, treatment and permanent placement for youth in state care or custody to include a review of such youth's academic progress and educational achievement plan.

Statement of Purpose: 

To collect data, monitor progress and develop strategies for eliminating the academic achievement gap of youth who are in state care or custody.
