AN ACT ESTABLISHING A CHAIN OF CUSTODY FOR THE PROPERTY OF ARRESTED PERSONS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require the Commissioner of Emergency Services and Public Protection and the Police Officer Standards and Training Council to jointly develop a protocol applicable to the state police and local police departments for maintaining a sufficient chain of custody for the personal property of a person arrested for an offense from the time of the arrest until the time the arrested person is released from custody. Statement of Purpose: To protect the property of arrested persons by maintaining a chain of custody for such property.
