AN ACT CONCERNING THE SITING OF STATE FACILITIES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2013) As used in this section, "state facility" means buildings and real property owned or leased by the state. The Commissioner of Administrative Services, when leasing, purchasing or contracting for the purchase of a state facility in a municipality with a population greater than forty-five thousand, shall first consider locations in the central business district of such municipality if the municipality has adopted an ordinance requiring such consideration. Any municipality with a population of greater than forty-five thousand may adopt such an ordinance.

Statement of Purpose: 

To encourage the state to site state agency facilities in the central business districts of large municipalities.
