Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2013) No institution of higher education shall be deemed to be providing contractual services, as defined in section 4a-50 of the general statutes, or otherwise deemed to be a state contractor under any provision of the general statutes, on the basis of an agreement between the institution of higher education and the Department of Correction that provides solely for an employee or agent of the institution of higher education to provide one or more courses of instruction, for which college or university-level credit may be given, to an inmate in the custody of the Department of Correction at no charge to the inmate or department.
