AN ACT CONCERNING THE DEPARTMENT OF SOCIAL SERVICES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective July 1, 2013) (a) The Commissioner of Social Services, in consultation with the Commissioners of Energy and Environmental Protection and Economic and Community Development, shall conduct a study of energy assistance programs administered by the Department of Social Services and whether the provision of electrical power at facilities housing persons served by the Department of Social Services is adequate.
(b) The study conducted pursuant to subsection (a) of this section shall include, but not be limited to, a report on: (1) How responsive energy assistance programs are to recipients of services, (2) what problems, if any, exist within such programs, (3) whether staff is allocated in a manner to meet the need for services within such programs, (4) whether facilities housing persons served by the department are equipped with adequate power sources in the event of a power outage, and (5) recommendations for improvement.
(c) Not later than July 1, 2014, the Commissioner of Social Services, in accordance with section 11-4a of the general statutes, shall report the results of the study done pursuant to subsection (a) of this section to the joint standing committees of the General Assembly having cognizance of matters relating to human services, housing, energy, environmental protection, and economic and community development. Such report may include the commissioner's recommendations for addressing identified gaps in the provision of services and improving access to such services.
