Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) Notwithstanding any provision of the general statutes, in determining whether a wastewater treatment plant has reached ninety per cent or more of its design flow, the Department of Energy and Environmental Protection shall make such determination based upon a three-hundred-sixty-five day rolling average.
