AN ACT REPLACING TUITION AND FEES AT PUBLIC INSTITUTIONS OF HIGHER EDUCATION WITH PAY FORWARD, PAY BACK FINANCING.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That title 10a of the general statutes be amended to replace tuition and fees at public institutions of higher education with financing pursuant to which a student agrees to pay the institution of higher education a certain percentage of such student's annual adjusted income for a specified number of years after graduating from such institution of higher education.
Statement of Purpose:
To allow greater access to higher education.
