AN ACT CONCERNING THE IMPLEMENTATION OF THE REVISIONS TO THE PEAC GUIDELINES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 10 of the general statutes be amended to prohibit the Department of Education from expending any funds for the purpose of assisting local and regional board of education in the implementation of teacher evaluation programs, developed pursuant to section 10-151b of the general statutes, unless such local or regional boards of education (1) reduce the number of formal classroom evaluations to one per school year, (2) reduce the amount of goals to be established by each educator to one, (3) streamline data management requirements at the classroom level and ensure data protection from unauthorized users, (4) create a subcommittee of classroom teachers to share obstacles they encounter in the implementation of the teacher evaluation program for the district and create a report of recommendations to be submitted to the Performance Evaluation Advisory Council, established pursuant to section 10-151d of the general statutes, the joint standing committee of the General Assembly having cognizance of matters relating to education and the State Board of Education on or before January 1, 2015, and (5) enable the exclusion of student performance data on the state-wide mastery examination, collected pursuant to section 10-14n of the general statutes, for teacher evaluations conducted during the school year commencing July 1, 2014.

Statement of Purpose: 

To implement the revisions to the PEAC guidelines to school districts' teacher evaluation programs.
