AN ACT PROHIBITING CERTAIN CONTRIBUTIONS AND EXPENDITURES FROM STATE CENTRAL COMMITTEE FEDERAL ACCOUNTS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 155 of the general statutes be amended to (1) prohibit any contribution or expenditure made from a federal account of a state central committee to a candidate committee of a candidate running for state or local office, and (2) impose a civil penalty on any such contribution or expenditure not to exceed triple the amount of such contribution or expenditure. Statement of Purpose: To ensure the segregation of state-candidate and federal-candidate funds by state central committees and penalize contributions or expenditures of moneys from federal accounts for the benefit of state candidates.
