Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) On and after the effective date of this section, the Commissioner of Energy and Environmental Protection shall not require any municipality to comply with the requirements of a permit issued pursuant to section 22a-430 or 22a-430b of the general statutes for the discharge of stormwater if such municipality is not: (1) Required to comply with the requirements of such a permit as of the effective date of this section, or (2) located in an urban area, as described in subsection (c) of section 22a-497 of the general statutes, and such a requirement is not otherwise prescribed by federal law.
