AN ACT ESTABLISHING A WORKFORCE SKILLS TRAINING PROGRAM.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective July 1, 2015) Not later than January 1, 2016, the Office of Workforce Competitiveness shall develop a workforce skills training program to be established in each municipality with a population of one hundred thousand or greater. The workforce skills training program shall consist of (1) an education component that teaches adults the basic skills necessary to succeed in the workplace, and (2) an internship component that places the participant with an employer that provides hands-on training in an occupation assessed by said office pursuant to section 4-124w of the general statutes as having a forecasted workforce shortage.
This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:
To develop a workforce skills training program that teaches adults basic workforce skills and provides access to hands-on training in workforce shortage areas to enable job placement upon completion of the program.
