DEVLIN, 134th Dist. REP. RUTIGLIANO, 123rd Dist. AN ACT CONCERNING TAX FREE SAVINGS ACCOUNTS FOR DISABILITY EXPENSES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 19a of the general statutes be amended to establish a program that allows a person with disabilities or a family member of such person to deposit funds into an account to be used for such person's disability-related expenses and under which such funds are not considered taxable income for purposes of the state income tax. Statement of Purpose: To establish a program modeled after the federally-proposed legislation, Achieving a Better Life Experience Act of 2014 ("ABLE"), to allow tax-free savings accounts for disability-related expenses.
