AN ACT CONCERNING A STUDY OF THE SALE, VIA INTERNET AUCTION, OF LICENSE PLATES ISSUED BY THE DEPARTMENT OF MOTOR VEHICLES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective from passage) The Commissioner of Motor Vehicles shall study the feasibility of establishing a lottery program based on license plate numbers and permitting the sale of license plate numbers through an auction conducted on the Department of Motor Vehicle's Internet web site. The commissioner shall identify and assess options for conducting such lottery and sales and the associated costs and benefits. Not later than January 1, 2017, the commissioner shall submit a report, in accordance with section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to transportation and finance, revenue and bonding, concerning the commissioner's findings and recommendations.
This act shall take effect as follows and shall amend the following sections:
