AN ACT CONCERNING THE CONTINUATION OF SPECIAL EDUCATION SERVICES FOR PRESCHOOL CHILDREN WHO ARE WITHHELD FROM ENROLLING IN KINDERGARTEN. Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 10-76d of the general statutes be amended to require the Department of Education to continue to provide funding for special education and related services for a child who is receiving special education and related services while enrolled in a preschool program and whose parents or guardians choose to withhold enrolling such child in kindergarten and enroll such child in a preschool program for an additional year, provided such parents or guardians can show legitimate cause for withholding such child from kindergarten. Statement of Purpose: To ensure the continuation of funding for special education for children whose parents withhold them from enrolling in kindergarten.
