AN ACT CONCERNING ELECTRIC DISTRIBUTION COMPANY SERVICE RESTORATION FOR CUSTOMERS WITH SERIOUS HEALTH CONDITIONS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 16-32h of the general statutes is amended by adding subsection (i) as follows (Effective October 1, 2015):

(NEW) (i) The Public Utilities Regulatory Authority shall initiate a docket to establish industry specific standards for acceptable performance by each utility in an emergency to protect customers who are diagnosed with a serious health condition, as defined in section 31-51kk, by prioritizing and facilitating restoration of service outages and disruptions and reducing the duration of such outages and disruptions for such customers. Such standards shall include, but not be limited to, the following requirements for each such utility:

(1) Keeping an updated list of customers who are diagnosed with a serious health condition;

(2) Publishing relevant information on its Internet web site regarding how a customer may notify the utility regarding a serious health condition;

(3) Establishing a process that enables a medical professional to notify the utility regarding any patient of such medical professional who has a serious health condition; and

(4) Providing staff training on how to promptly restore service outages and disruptions for customers with a serious health condition.

Statement of Purpose: 

To ensure that electric distribution company customers diagnosed with serious health conditions are given priority in the restoration of electric service during a service outage or disruption.
