AN ACT CONCERNING PHOSPHOROUS REDUCTION GRANTS TO MUNICIPALITIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 22a-478 of the general statutes be amended to (1) eliminate the restriction that a project is only eligible if it is designed to bring phosphorus levels down to two-tenths milligrams per liter or less; (2) eliminate the restriction that a project is only eligible if the community can begin construction by July 1, 2018; and (3) direct the Department of Energy and Environmental Protection to conduct a follow-up study of the Quinnipiac River to evaluate the effect on water quality of significant reductions in phosphorus discharge over the past two years, to develop and implement a plan to collect and analyze data on the river each year and to report back to the legislative committee of cognizance when such plan is developed and when such data is collected and analyzed. Statement of Purpose: To eliminate certain restrictions on the grant of phosphorous reduction grants to municipalities and gather necessary data on water quality of the Quinnipiac River.
