AN ACT REGULATING THE MANUFACTURING AND SALE OF SYNTHETIC PLASTIC MICROBEADS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to specify that: (1) Effective December 31, 2017, no person shall manufacture for sale a personal care product, except for an over-the-counter drug, that contains synthetic plastic microbeads, (2) effective December 31, 2018, no person shall accept for sale a personal care product, except for an over-the-counter drug, that contains synthetic plastic microbeads, (3) effective December 31, 2018, no person shall manufacture for sale an over the counter drug that contains synthetic plastic microbeads, (4) effective December 31, 2019, no person shall accept for sale an over-the-counter drug that contains synthetic plastic microbeads, (5) "personal care product" be defined as any article intended to be rubbed, poured, sprinkled, or sprayed on, introduced into, or otherwise applied to the human body or any part thereof for cleansing, beautifying, promoting attractiveness, or altering the appearance of and any article intended for use as a component of any such article and that "personal care product" shall not include any prescription drug, and (6) "synthetic plastic microbead" be defined as any intentionally added nonbiodegradable solid plastic particle measured less than five millimeters in size that is used to exfoliate or cleanse in a rinse-off product.
Statement of Purpose:
To protect consumers by regulating the manufacturing and sale of synthetic plastic microbeads.
