AN ACT CONCERNING A THOUSAND ACRES BROWNFIELD CLEANUP PROGRAM. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require the Commissioner of Economic and Community Development to establish the Thousand Acres Brownfield Cleanup Campaign to identify, remediate, repurpose and market brownfields in the state. Additionally, (1) seventy-five million dollars in bonds shall be authorized each year for the next ten years to meet the purposes and goals of the Thousand Acres Campaign, provided up to eight million dollars shall be used for the remediation and certification of the former Norwich Hospital property, (2) the Commissioner of Economic and Community Development shall establish a working group of business owners, legislators and agency staff to identify the properties to be included in the Thousand Acres Campaign, and (3) the first five plus program shall be terminated. Statement of Purpose: To establish the Thousand Acres Brownfield Cleanup Campaign to remediate, repurpose and market existing brownfields and ensure that future economic development funds are not devoted to the first five plus program.
