AN ACT EXTENDING THE PROVISIONS OF THE CHILDREN'S ONLINE PRIVACY PROTECTION ACT AND REQUIRING PARENTAL NOTIFICATION OF THIRD-PARTY VENDOR DATA COLLECTION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to expand the provisions of the Children's Online Privacy Protection Act to children ages thirteen to eighteen, inclusive, and to require that any contract that a local or regional board of education enters into with a third-party education vendor shall include a requirement that the parents and guardians of students be notified about what student data will be collected and for what purpose.

Statement of Purpose: 

To apply and expand the provisions of the Children's Online Privacy Protection Act to Connecticut and to require all contracts with third-party education vendors to include a notification provision regarding the collection and use of student data.
