AN ACT CONCERNING A TWO-PART MOTOR VEHICLE REGISTRATION SYSTEM. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require the Department of Motor Vehicles to return to a two-part registration system, where the first mailing notifies the car owner not only of the required registration fee, but also of any outstanding property taxes or emissions testing requirements, and the registration is received upon a second mailing, only after all requirements have been met. To enable the department to implement this, one dollar and fifty cents will be added to each motor vehicle registration, and the two-part system will only become effective on and after January 1, 2017, when adequate funds are available and software is in place to implement the system. Statement of Purpose: To clarify for owners when a registration is complete and valid, and to avoid putting police officers in the position of informing owners that their registration is not valid.
