AN ACT CONCERNING THE FORMATION OF A REGIONAL SCHOOL DISTRICT COMPOSED OF THE TOWNS OF NORFOLK AND COLEBROOK FOR STUDENTS IN PRESCHOOL AND KINDERGARTEN TO GRADE SIX. Be it enacted by the Senate and House of Representatives in General Assembly convened: That, notwithstanding the provisions of part III of chapter 164 of the general statutes, the towns of Norfolk and Colebrook may, subject to approval by the voters in each town, establish a regional school district for a preschool program and grades kindergarten to six, inclusive; and further that, notwithstanding the provisions of section 10-262i of the general statutes, the State Board of Education shall waive the minimum budget requirement for the towns of Norfolk and Colebrook for the fiscal years ending June 30, 2017, to June 30, 2026, inclusive, provided the budgeted appropriation for education for such towns for the education of students in grades seven to twelve, inclusive, shall not be less than the budgeted appropriation for education for the prior fiscal year, and the budgeted appropriation for education for such towns for the regional school district shall not be less than the appropriation necessary to pay the expenses for such regional school district. Statement of Purpose: To address the concerns of the towns of Norfolk and Colebrook relating to the creation of a regional school district.
