Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective October 1, 2015) The Labor Commissioner, in consultation with the Commissioner of Higher Education, shall conduct a study of the unionization of college athletes. Such study shall determine the feasibility of such unionization and, if such unionization is feasible, determine the steps necessary to implement such unionization in the state. Not later than October 1, 2016, the Labor Commissioner, in accordance with the provisions of section 11-4a of the general statutes, shall submit a report to the joint standing committees of the General Assembly having cognizance of matters relating to labor and higher education concerning such study. Such report shall include, but not be limited to: (1) A summary of legislative initiatives in other states exploring such unionization, (2) a summary of the potential positive and negative impacts of such unionization, including any financial impact that such unionization may have on the state, (3) proposed model statutory language required to implement such unionization in the state, and (4) recommendations for any further actions necessary to explore the unionization of college athletes in the state.
