General Assembly Substitute Bill No. 6819 January Session, 2015 *_____HB06819TRA___032015____* General Assembly Substitute Bill No. 6819 January Session, 2015 *_____HB06819TRA___032015____* AN ACT REQUIRING AN INVESTIGATION INTO OPTIONS FOR OPERATION OF STATE RAIL LINES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) The Legislative Program Review and Investigations Committee shall investigate the available options for operation of the state rail lines. Such investigation shall include: (1) Outreach to a variety of companies that operate rail lines, including Metro North Commuter Railroad, to ascertain, for each company, such company's (A) past experience in the field of rail line operation, (B) terms of the contracts under which such companies operate, and mechanisms used to enforce such terms, (C) the quality of service and safety provided, and (D) experience in working with other stakeholders to respond promptly and effectively to concerns about the operation of a rail line; and (2) the feasibility of, and costs involved in, contracting with a new company to operate the state rail lines. (b) Not later than February 1, 2016, the Legislative Program Review and Investigations Committee shall report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to transportation, on the results of the investigation conducted in accordance with subsection (a) of this section.
