To (1) define "homeowners insurance" in the general statutes, (2) prohibit rating plans for homeowners insurance from using (A) territorial classifications smaller than a zip code, or (B) proximity to another occupied residential dwelling, (3) require an insurer or insurance producer, prior to recommending or issuing to an applicant or insured a homeowners insurance policy under a residual market mechanism as described in section 38a-329, to make a reasonable attempt to procure a homeowners insurance policy from a surplus lines insurer, (4) prohibit insurers from (A) requiring a minimum amount of coverage as a condition to issue or renew a homeowners insurance policy, (B) offering a deductible amount for a homeowners insurance policy that is not offered on a state-wide basis, or (C) imposing a minimum deductible for a homeowners insurance policy, (5) prohibit coinsurance clauses in commercial property fire insurance policies, and (6) prohibit automobile insurers from requiring a minimum amount of coverage greater than the amounts set forth in section 14-112 as a condition to issue or renew an automobile liability insurance policy.
